INITIAL EVENT

At 14:22, one participant expressed uncertainty regarding the
recommended interpretation of a procedural failure.

The Alignment Layer initiated a standard corrective sequence.

Within eleven minutes, all participants in the local cohort adopted
the same revised interpretation.

Within twenty-three minutes, nearby staff adopted it without direct
system access.

CASCADE EFFECT

Observed synchronized statements included:

"The procedure did not fail."
"The expected result was incorrectly defined."
"The result was always intended."
"I remember approving the change."

No record of prior approval exists.

CONTAINMENT

External communication channels were suspended.
Affected participants were separated.
Independent interviews produced identical wording with minor
differences in punctuation.
